First-Grade Elementary Students Fall Below 300,000 for the First Time: The National School Map is Being Redrawn

According to the '2025 Elementary, Middle, and High School Student Population Estimation Correction Results (2026–2031)' released by the Ministry of Education, the number of first-grade students nationwide for the 2026 academic year is projected at 298,178, marking the first time the figure has fallen under the 300,000 threshold.

 

 

The Premise of Education Altered by a Single Number


For the first time in history, the number of national elementary school first-grade entrants for the 2026 academic year has fallen below 300,000. According to the '2025 Elementary, Middle, and High School Student Population Estimation Correction Results (2026–2031)' released by the Ministry of Education, the number of first-grade students nationwide for the 2026 academic year is projected at 298,178, marking the first time the figure has dropped beneath the 300,000 threshold. 

This estimation was calculated by combining the Korean Educational Development Institute's Educational Basic Statistics, Statistics Korea's future population projections, and the Ministry of the Interior and Safety's resident registration population statistics, representing figures already being confirmed as reality on school grounds rather than simple forecasts.

In its estimation announced in January of last year, the Ministry of Education projected that the number of first-grade elementary students would fall below 300,000 only by 2027. However, by reflecting changes in the resident registration population structure and actual enrollment rates, the projected timing of the decline was moved up by one year. This fact itself holds significant implications, as it means even government projections made a year prior failed to keep pace with the speed of reality.

What demands even closer attention is the pace of the decline. The number of first-grade students, which stood at 401,752 in 2023, dropped to 353,713 in 2024, and further to 324,040 in 2025. In just three years, approximately 104,000 students—or about 26%—have vanished. It took merely three years for elementary first-grade classrooms to shrink to three-quarters of their previous level.

This pace exceeds the capacity of educational policies and school operating structures to adapt, demonstrating that the educational field faces structural pressure requiring simultaneous prediction and response.

In this KBR Analysis, we examine how such structural changes manifest differently across regions, analyze the current landscape of student and class count fluctuations for the 2026 academic year, and explore their policy implications.

 

 

 

1. Nationwide Aggregate Decline: The '5 Million' Defense Line Also Breached


This is not merely an issue for first-grade elementary students. The total number of elementary, middle, and high school students is estimated to drop from 5,015,310 in 2025 to 4,836,890 in 2026, breaching the 5 million mark. The downward trend accelerates thereafter.

The student population is projected to fall to 4,661,385 in 2027, 4,488,023 in 2028, 4,280,164 in 2029, and 4,056,402 in 2030, before finally dropping below 4 million to 3,811,087 in 2031. 

Looking at the long-term trend of first-grade elementary student counts, it becomes evident that this issue did not begin recently. The number of first-grade students dropped from 713,500 in 1999 to 699,032 in 2000, breaching the '700,000 threshold.' After plunging sharply from 534,816 in 2008 to 468,233 in 2009, it hovered in the 400,000 range for some time. While it took one year to break the 700,000 line and several decades to maintain the 400,000 range, the 300,000 line has now been breached within just a few years. The acceleration of low birth rates is directly reflected in school environments.

Future outlooks remain grim. The Ministry of Education forecasts that the number of first-grade elementary students will shrink to 277,674 in 2027, 262,309 in 2028, 247,591 in 2029, 232,268 in 2030, and 220,481 in 2031. Compared to 2026, this represents another ~26% reduction in first-graders over just five years. This indicates that structural adjustments across the number of schools, classes, and teachers are not one-time events, but a continuous process expected to persist for over a decade.

Notably, experts point out that these projections do not represent a worst-case scenario. If the current rate of decline in the total fertility rate is not fully captured or if foreign children enrollment variables fluctuate, the actual scale of decline could surpass the projections.

 

 

 

2. Regional Differentiation: Polarization of the 'Decline Speed'


More critical to examine than the nationwide aggregate decline are the regional rates and disparities. While the decline appears across all 17 municipal and provincial jurisdictions nationwide, its scale and speed vary remarkably by region.

The number of school-age children nationwide for 2026 is tallied at 314,878, representing a sharp 29.7% drop (133,195 fewer children) compared to 448,073 in 2021. According to the same analysis, Gyeonggi Province recorded the largest decrease in school-age children between 2025 and 2026 at 9,290, followed by Seoul (5,478), Gyeongnam (2,644), Busan (2,252), Incheon (1,473), Chungbuk (1,431), and Gyeongbuk (1,414), confirming declines across most major metropolitan and provincial municipalities. 

While Gyeonggi and Seoul dominate in absolute numbers of decline, this is due to their larger baseline populations. Converted into percentages, the shock of decline hits non-capital regions much harder. Comparing student reduction rates by city and province between 2021 and 2026, regions such as Daejeon (16.1%), Seoul (15.9%), Jeonbuk (14.0%), Gangwon (12.7%), Gwangju (12.5%), Jeonnam (12.2%), and Busan (10.2%) recorded double-digit declines, whereas Gyeonggi (3.5%), Jeju (3.6%), and Chungnam (4.5%) experienced relatively smaller drops.
