① Startup Foundation Support Funds

Designed for early-stage startups that possess technological capabilities but lack funding, these funds allow loans within an annual limit of KRW 6 billion at interest rates up to 0.6 percentage points lower than the benchmark rate. 

Youth-exclusive startup funds target SMEs or prospective founders where the representative is aged 39 or younger and the business has been operational for less than 3 years. The support limit is up to KRW 100 million per company (up to KRW 200 million for manufacturing and key support sector businesses), with repayment terms applied within 10 years for facility funds and within 6 years for working capital funds. 

② Innovative Growth Support Funds

Additional interest rate preferential benefits are provided among companies applying for innovative growth support funds to nuclear power cooperation SMEs, companies in materials, components, and equipment industries, innovative SMEs, and businesses operating in super-gap and emerging industries. 

Super-gap and emerging industry sectors, which receive the strongest preferential benefits (limit of KRW 10 billion, interest rate reductions) in the 2026 policy fund screening, are specifically designated. These include system semiconductors (fabless, packaging, related sensor manufacturing), future mobility (electric and hydrogen vehicle parts, autonomous driving software, drones), eco-friendly energy (waste battery recycling, carbon capture technology), and robotics and AI (service robots, AI-based big data analysis solutions).

New growth foundation funds provide support within an annual limit of KRW 6 billion (within KRW 5 billion annually for working capital) based on direct and proxy loans. The loan period for facility funds is within 10 years, and for working capital, it is within 5 years. Loan interest rates are principally based on the policy fund base rate (variable), though certain detailed funds apply the base rate plus 0.5 percentage points.

Companies with national or local tax arrears (excluding cases where collection postponement is approved), companies exceeding industry-specific debt-to-equity ratio limits (typically within 200-500%, with exceptions for startups in business for less than 7 years), marginal companies in business for more than 5 years with capital impairment for 2 consecutive years or an interest coverage ratio below 1.0 for 3 consecutive years, and prime companies with assets exceeding KRW 70 billion or a credit rating of BBB or higher that have sufficient access to commercial banks are excluded from support eligibility.

Applications are accepted exclusively online through the KOSME website (www.kosmes.or.kr), and the dedicated policy fund call center is 1811-3655. Applications are accepted year-round until the budget is exhausted, but popular funds tend to run out early. 

 

 

 

3. Small Business Policy Funds


The 2026 small business policy fund loan project was announced pursuant to Article 9 of the Act on the Protection and Support of Small Businesses.

Support programs consist of general, special, and emergency management stabilization funds, vulnerable credit funds, debt refinancing loans, re-challenge special funds, disabled enterprise support funds, youth employment-linked funds, and growth foundation funds. 

Applications can be made online (via the small business policy fund website) or through regional centers of the Small Enterprise and Market Service (78 locations nationwide), and inquiries can be directed to the Small Business Integrated Call Center at 1533-0100 or the SME Integrated Call Center at 1357.

Because it places less weight on the sales proportion, prospective founders can also become eligible for support if they possess technology.

KIBO loan limits are typically KRW 100-300 million for early-stage startups and around KRW 500-1000 million for technology-innovative companies. Interest rates are generally determined in the 2-4% range, lower than commercial rates. Because the screening period can take over a month, it is important to apply with ample time ahead of when funds are needed. 

Duplicate applications to KIBO and KODIT are not permitted. Companies must choose the institution that suits their situation and proceed.

KIBO guarantee fees are applied differentially from 0.5% to 3.0% based on the company's technology business evaluation rating.

5-1. 2026 Smart Manufacturing Innovation Support Project

The Ministry of SMEs and Startups (MSS) jointly announced the 「2026 Smart Manufacturing Innovation Support Project」 to enhance the competitiveness of SMEs and mid-sized enterprises through digital and artificial intelligence transformation. It supports data collection for smart factory construction, solution construction and data integration, and the introduction of robots for production optimization.

For AI-track large-small win-win smart factories, if the lead organization cooperates with SMEs and mid-sized enterprises to build an AI-based smart factory, the government supports up to 50% of the construction cost. 

Manufacturing AI-specialized smart factories (autonomous factory AI track) support process optimization and predictive maintenance utilizing technologies such as AI agents and on-device AI suitable for small and medium manufacturing. They are designed to build manufacturing innovation systems by having companies learn and analyze manufacturing production and operational data in real time using AI. 

5-2. SME Technology Development (R&D) Support Project

The Ministry of SMEs and Startups announced the 「2026 SME Technology Development Support Project」 to improve the technological competitiveness of SMEs, including new technology and product development and process innovation. Detailed projects consist of SME technology innovation development, public-private joint technology commercialization, investment-loan linked technology development, and startup growth technology development.
